I've just checked with UOB this morning: any walk-in customer with UOB gold cert can exchange cert for physical gold just by paying the gst, not just the corporate customer.

Any idea is the GST computed based on the original purchase price, or on the prevailing price?

The GST is payable on the original purchase price based on the prevailing GST rate. ie if the GST rate is increase to 10%, you need to pay 10% of your original purchase price.
